About the position

The Department of Ecology is hiring a Lead Software Engineer (IT Application Development - Senior/Specialist) within the Climate Pollution Reduction Program. This is a project position that is funded for 18 months from date of hire. If this funding is extended, this project position would continue. The position is located at the Headquarters Office in Lacey, WA, and upon hire, you must live within a commutable distance from the duty station. This position is eligible for telework and flexible schedule options, with a minimum of one day per week required in the office. The schedules are dependent upon position needs and are subject to change. As a Lead Software Engineer, you will support Washington's Clean Fuel Standard and work on highly visible projects to develop and maintain critical systems that will further climate work in Washington. These systems are relied upon by Ecology staff and management, legislators, partner agencies, and industry users, and we have an obligation to ensure we accurately identify, analyze, and reflect the state of greenhouse gas pollution in Washington State.

Responsibilities

  • Design, develop, maintain and implement applications and the technical architecture for CPRP environmental information management systems.
  • Develop and implement data management and data migration strategies.
  • Evaluate new software development products and programming languages, and make recommendations to ensure we are keeping pace with industry best practices.
  • Independently code, test, and implement highly-complex application architecture, custom components and web services; write re-usable code.
  • Conduct code reviews of other software engineers' projects to ensure system integration.
  • Gather end-user requirements and collaborate with project teams to design system architecture to meet business needs.
  • Advise and mentor other software development staff in the areas of application architecture, database design, and programming.

Requirements

  • Seven years of experience in computer application development and maintenance.
  • Experience must include one year of leading IT professionals or consulting as a technical lead.
  • Advanced-level knowledge in .NET Framework, MVC, C#.
  • Experience with HTML5, CSS, JavaScript, Angular.
  • Experience in analyzing, designing, developing, testing, normalizing, installing, and implementing agency databases.
  • Writing T-SQL for creating schemas, stored procedures, views, and SQL Server Integration Services (SSIS) ETL packages.

Nice-to-haves

  • A Bachelor's degree with focus on programming/software engineering.
  • Four years of information technology experience programming web-based software applications or developing information systems architecture using Microsoft development technologies.
  • Professional experience consulting, designing, programming, maintenance and/or support work for moderate risk software applications and databases.
  • Familiarity with Washington's Climate Commitment Act and Clean Fuel Standard laws and rules.
