About the position

The Project Manager leads the planning, execution, and delivery of critical Human Resources projects that support the state government’s workforce operations. This role bridges organizational leadership, HR subject matter experts, and technical delivery teams to align business objectives with technology solutions—particularly SAP-based systems. Responsibilities include strategic planning, resource coordination, risk management, stakeholder engagement, and oversight of the full project lifecycle, ensuring solutions are delivered on time, within budget, and to specification. The Senior Program Manager also fosters collaboration, drives continuous improvement, and ensures that projects contribute to the effective delivery of essential services to Pennsylvania residents. Location: Remote with occasional travel to Harrisburg, PA, for in-person meetings.

Responsibilities

  • Lead the planning, scheduling, and delivery of Human Resources IT projects, developing comprehensive project plans that define objectives, timelines, roadmaps, resources, and deliverables.
  • Coordinate activities across cross-functional and cross-agency teams, ensuring effective allocation of resources and tracking progress toward goals.
  • Identify, assess, and mitigate potential risks to minimize project disruptions and maintain delivery timelines.
  • Collaborate with stakeholders to assess current state processes, define future state models, and manage transitions effectively.
  • Communicate project updates, milestones, and challenges to executive sponsors, business owners, and technical teams.
  • Prepare and present detailed status reports, ensuring alignment with organizational objectives and transparent communication of risks and dependencies.
  • Gather and prioritize business requirements, ensuring alignment with strategic goals and technical feasibility.
  • Facilitate stakeholder engagement to capture feedback, validate requirements, and inform decision-making.
  • Provide leadership, guidance, and mentorship to project teams, fostering a collaborative and results-oriented work environment.

Requirements

  • 4+ years leading complex IT systems development or implementation projects, preferably with experience in SAP reporting or HR solutions.
  • Strong interpersonal and communication skills to engage effectively with executives, sponsors, end users, and technical staff.
  • Highly organized with the ability to manage multiple priorities, deadlines, and stakeholders simultaneously.
  • Proven success creating and managing project plans, setting milestones, and delivering projects within scope, schedule, and budget.
  • Solid understanding of SAP system architecture and solutions (e.g., SAP ECC, S/4HANA, SAP SuccessFactors).
  • Skilled in business process analysis, gap analysis, and requirements gathering.
  • Strong analytical and problem-solving skills, with a focus on proactive issue resolution.
  • Experience coordinating cross-functional project teams in a distributed or hybrid environment.
