About the position

Turner & Townsend are seeking an experienced Senior Cost Manager to act as the key client interface, ensuring that client objectives are met through the delivery of value-added cost management services. This role involves overseeing cost management for retrofitting an existing factory into a state-of-the-art battery manufacturing plant for a high-profile client. You will be responsible for the successful planning, execution, and completion of the design phase within the specified timeline and budget, while maintaining the highest quality standards.

Responsibilities

  • Provide and present final cost plans, including those for battery retrofit projects.
  • Develop cost plans and estimates through the design phase, updating at key milestones.
  • Review and collaborate on cost estimates with the design team and general contractor.
  • Prepare written comments on contractor submissions, including executive summaries.
  • Monitor and report on the cost impact of battery retrofit activities, ensuring alignment with project budgets.
  • Estimate and negotiate change orders throughout the construction lifecycle.
  • Reconcile changes and assist the general contractor in ensuring data accuracy.
  • Manage post-contract cost variances and change control processes.
  • Maintain cost impact, contingency management, and commitment tracking logs.
  • Gather status information and prepare cost estimate updates.
  • Coordinate cost information from various sources for discussions and supplier negotiations.
  • Inform and drive engineering priorities based on cost impact.
  • Resolve scheduling issues proactively with minimal supervision.
  • Manage cost checks and valuations on larger projects, ensuring accuracy.
  • Prepare funding data presentations and coordinate value engineering sessions.
  • Provide commercial input to design optioneering and value engineering exercises.
  • Review contractor and subcontractor pricing, leading negotiations for fair contract prices.
  • Perform quantity surveying, cost controls, and change management throughout the project lifecycle.
  • Ensure effective management of cost auditing, valuation work, and cost validation processes.
  • Produce monthly cost reports for client presentation.
  • Negotiate and agree on final accounts in a timely manner.
  • Compile as-built cost estimate records for benchmarking purposes.
  • Identify, coach, and mentor talent, celebrating their successes.
  • Display excellence in leadership and service delivery on commissions.
  • Track ongoing margin levels and monthly fee/resource forecasts using internal software.
  • Implement and maintain internal Business Management Systems and delivery methodologies.
  • Drive a one-business culture that balances outcomes for people, clients, stakeholders, and society.
  • SOX control responsibilities may be part of this role, which are to be adhered to where applicable.

Requirements

  • Bachelor’s degree in construction management, cost management, quantity surveying, engineering, or field related to construction.
  • Minimum 5-7 years of relevant experience working in a cost management role in the construction industry.
  • Experience of leading cost management on medium or large-sized construction projects of medium to high complexity.
  • Experience with battery retrofit projects, including integration.
  • Construction consultancy experience is strongly preferred.
  • Good knowledge of construction industry technical matters, such as different procurement routes, value management, and value engineering.
  • Excellent communication skills.
  • Fluency in Korean is advantageous.
