About the position

The Historic Preservation Specialist (HSSP) role at FEMA involves applying expertise in historic preservation policy and cultural resources management to ensure compliance with federal laws and regulations related to historic preservation. This position is part of the Cadre of On-call Response/Recovery Employee (CORE) Program, focusing on disaster response and recovery efforts across the United States and its territories. The role requires extensive travel to disaster sites and involves conducting research, reviewing compliance issues, and providing guidance to FEMA staff and funding recipients.

Responsibilities

  • Apply expertise in historic preservation policy and cultural resources management to ensure compliance with federal laws.
  • Conduct independent and coordinated research and review activities related to historic preservation.
  • Communicate historic preservation considerations to FEMA staff and funding recipients.
  • Participate in calls, meetings, and site visits to assess and document historic preservation requirements.
  • Review proposed scopes of work for historic preservation compliance issues and draft technical comments.
  • Identify historic resources listed in or eligible for listing in the National Register of Historic Places.
  • Assess adverse effects to historic properties and develop recommendations for compliance.
  • Maintain liaisons with FEMA staff and stakeholders, including State and Tribal Historic Preservation Offices.

Requirements

  • Master's degree in Historic Preservation, Archaeology, History, Architectural History, or a related field.
  • Eligibility to obtain a Secretary of Interior (SOI) Qualification.
  • Public Trust background investigation required.
  • U.S. Citizenship or National status.

Nice-to-haves

  • Experience in disaster response and recovery efforts.
  • Knowledge of the National Environmental Policy Act and the National Historic Preservation Act.
